The crewmen were caught during routine testing onboard HMS Liverpool, which is currently deployed in the South Atlantic.

The ship has seized hauls of drugs worth millions of pounds on patrols in the Caribbean.

A compulsory drugs test was ordered after the 240 crew members on board the Type 42 destroyer enjoyed a break, or ‘run ashore’, in the port of Santos in Brazil.

The bust, which has horrified top brass, is believed to be the biggest in the Navy’s history.

HMS Liverpool, which is armed with guided missiles and a 4.5 inch gun, is nearing the end of a six-month deployment in the South Atlantic.

It is expected that the 18 sailors will be suspended and replaced by other personnel, who will be flown out at the taxpayers expense.

A Ministry of Defence spokesperson said: ‘We can confirm that one of our regular compulsory drugs tests conducted onboard HMS Liverpool currently deployed to the South Atlantic produced 18 positive results.

‘The Royal Navy does not tolerate misuse of drugs by its personnel and internal action is underway against all 18 individuals.

‘Notwithstanding the numbers involved in this single unprecedented incident which is being treated very seriously, it has not affected the ship’s ability to do its job.

‘We are not complacent though and our compulsory drug tests will continue to expose those few that let the rest down.

This year, it’s the Cabell County high school students who must consent to a drug test, or forget about playing football, cheerleading, or driving a car to school.

Inside Cabell Midland High School Tuesday, parking permits were only issued to students who have filled out a drug testing consent form.

Todd Alexander, the Cabell school system administrator in charge of drug testing, said every fall sports participant and extra curricular activity student has signed the mandatory consent form.

“We’ve checked the kids who played last year and are back, 100% compliance,” Alexander said.

Alexander said the actual testing of the 1,500 Cabell students will start in the next two weeks.

A computer will randomly pick up to 20 students at a time.

The drug tests including tests for illegal steroids will run weekly or biweekly.

Sara Whitney, facilitator for the Drug Endangered Children’s Task Force, said the program will test for commonly used substances. The program is a joint operation with Putnam County Schools, the local Department of Health and Human Resources, the Putnam County Sheriff’s and Hurricane and Buffalo Police Departments, the Putnam County Prosecuting Attorney’s Office and Probation Department and CAMC Teays Valley Hospital, who will provide the random testing. Financial support will be provided by the Putnam County Chamber of Commerce.

The board approved the voluntary random drug testing program in February.

Students participating in the program will receive an ID card to show that they are signed up with the program. In turn, local business and community incentives are in place where students will receive perks such as free drinks, food and other discounts for being registered.

Random testing will take place throughout the school year but participating students suspected to be at risk will also be tested with only parents being informed of test outcomes.

“We also plan to do some drug education for the fourth- and fifth-graders to make them aware of what’s going on so when they enter into the sixth grade, they’ll know this program is available,” Whitney said.

The five-member school board for the southeast Gilbert district last Thursday told Associate Superintendent Denise Birdwell that it supports a trial run of checking parents’ criminal backgrounds in court records and other such public databases, so it can determine the costs and benefits over a year.

Birdwell had raised the idea at a meeting last school year amid concern for students’ safety and worries about liability if a criminal incident were to occur on a school trip.

Many schools nationwide began background checks on parent volunteers as a security precaution after the Sept. 11, 2001 terrorist attacks. But Higley officials’ were prompted to study the issue because of a recent spate of sex cases between students and staff or volunteers:
•  Jeremy Ross Calvert, 21, a volunteer music aide at Higley High School, in July began serving a sentence of lifetime probation, two years in prison with credit for almost 18 months served, and is a registered sex offender. Maricopa County prosecutors allege he raped a student in a soundproof room at the school in fall 2006.

Widespread deliberation was ignited last week when Treasurer-Tax Collector Dick Larsen publicly suggested a random, mandatory drug-testing program for the county’s leadership.

The county’s lawyers said the idea was unconstitutional.

But Larsen, keeping the subject alive, called for voluntary testing. Several supervisors countered with their own comments and concerns.

Since then, all five members of the board of supervisors voluntarily have taken drug tests and made the results public. All tested drug-free, county spokesman David Wert said.

At the Board of Supervisors’ meeting Tuesday, Gonzales said Larsen’s intentions were good, but he should have done more research before going public. Any further discussion should be collaborative, without any “one-man bands,” she said.

The board voted to lower the percentage of students tested from 33 percent to 20 percent to lower the costs of the drug-testing program.

A federal drug-testing grant awarded to the school system will run out this fall.

That means that the system will have to spend about $30,000 to cover the costs of testing even 20 percent of students involved in extra­curricular activities, school officials said.

The school board reduced the percentage of random student testing as part of its extension of the school system’s contract with the Partnership for a Drug-Free N.C. Inc. for the It’s My Call and It’s Our Call drug programs.

Kathy Jordan, the program coordinator for Safe and Drug Free Schools, told the school board last night that drug-testing research shows that random testing of 20 percent of students involved in extracurricular activities will be effective in deterring drug use.

Jordan also said that random testing is just one of several methods the system uses to hinder drug use.

“It’s one part of a fairly comprehensive pie,” she said.

Okpareke, a legal U.S. resident, fled an oppressive military government in Nigeria and lives in Kansas City, Mo. He is a refugee employment and training manager at a Jewish Vocational Service.

“Waiting this long makes me feel like an inferior individual,” Okpareke, 41, said on a conference call Wednesday held by the National Immigration Forum. He said some of his clients have become citizens.

Okpareke said he has contacted U.S. Citizenship and Immigration Services to find out why his application is taking so long, and they say it is because of an FBI name check. He has also contacted the FBI but has gotten little response.

The report found that many applicants are being forced to wait months or years before obtaining citizenship. The wait has prevented some immigrants from advancing in their careers, reuniting with their families, traveling and voting.

The backlog began in the summer of 2007, when the government nearly doubled fees for citizenship applications. Many immigrants rushed to file citizenship applications before the fees went up.

Ali Noorani, executive director of the National Immigration Forum, said the government has driven up the demand of people who apply for citizenship but has not increased its capacity to respond.

“This fundamental difference has resulted in thousands upon thousands of immigrants kept from the stream of citizenship,” Noorani said. “It has impacted lives of families across the country.”

One of the main problems that slow the application process is an FBI name check, in which the spelling of a name is compared to other names on many different FBI documents.

Unless employers who break the nation’s immigration laws are held accountable, workplace raids will be a waste of time.

It was obvious more than 20 years ago that the key to combatting illegal immigration was to make it illegal to hire illegal immigrants.

Simply passing a law declaring some activity illegal does little if not accompanied by penalties that are enforced.

That has been the primary reason why U.S. illegal immigration numbers have swelled to more than 12 million since 1986.

The Immigration Reform and Control Act of 1986 required U.S. employers to provide paperwork to show that they had not hired illegal immigrants. Employers could be fined up to $1,000 for violating the paperwork requirement and up to $10,000 for “knowingly” hiring an unauthorized worker.

Because Congress ignored expert advice to provide a reliable method for employers to tell citizens from non-citizens, the 1986 immigration reform law has been largely ignored.

Since immigration reform again became a hot political issue, federal workplace raids, although still rare, have soared.

Compared with virtually no raids for nearly a generation, any uptick in actually trying to enforce immigration laws appears big.

The government estimates that Immigration and Customs Enforcement agents have rounded up more than 3,700 illegal workers in raids over the past eight months. Only 75 management level employers have been charged with hiring unauthorized workers.

KEYE Investigates found at least 370 employees have a criminal background, and some have direct contact with foster children.

Romanus Ike was one of Ashley Gallardo’s caseworkers when she and her brothers were in foster care. Yet her brothers requested a different caseworker soon after Ike’s assignment.

“He was really uncomfortable to be around, really, he always wanted to be a little too close,” she said.

That was about a year after Ike was arrested and charged with indecent exposure. He was caught performing a sex act on himself in a public park. He later pleaded guilty to a reduced charge of disorderly conduct and paid a $500 fine.
